Is it a negative indicator if a stock crosses its bottom bollinger band?

I am a new investor and have been looking at the stock Volcom (VLCM). I bought in a while ago and i have noticed a decline from $27 to $22. I was wondering if the crossing on the bottom bollinger bar was a bad sign for the future. Thanks.
