okay so im kinda new on the whole paypal and ebay thing, so can someone help please?

ok. so i wanna order something off of ebay. and i wanna use paypal. so. i just opened a paypal account. does the paypal have to have money in the balance thingy to use it? or can you just use the paypal account like a credit card. and they just send you the bill later? it is so confusing for me! ahah. so help please! THANKS!
