I owe Paypal money. Can they ruin my credit?

I read on the site paypalsucks.com that the debt will be sold to a debt collection agency but paypal really isn't a financial institution so they legally can't report to credit bureaus. This is all because i sold a laptop and they filed a chargeback for some unknown reason. Now a have no laptop and owe paypal money. Paypal and Ebay are both broken.
