What does it takes for a stock traded in the OTCBB to take off and transferred to a

serious market like NASDAQ? What does it takes for a stock with ~745.000.000 shares, (32% of shares held by a university ~ 233mil shares, 23,2% held by the directors ~170 mil shares and remaining 55% 340 mil shares traded in the free float) which is traded in the OTCBB, to take off and being transferred to a serious market like NASDAQ, NYSE? What are the requirements? The stock is trading between 0.15 – 0.19 for a year now.
