Can I withdraw money from savings account that isn't mine?

It's my sister's savings account but she'll sign the withdrawal slip and all but she can't make it to the bank so i'll do it.. can I?

Legally, the bank should NOT allow you to withdraw from her account unless she adds your name to the account, which requires her to go to the bank, or she gives you a Power of Attorney, which must be notarized.
That said, the bank may let you get away with it.
