Opening a savings/debit account at 16?

I have a 1000 dollars and I want to put it in a savings account and get a debit card so i can buy things off the internet. Sadly im only sixteen...

Can I still open one if my sister who is 19 cosigns for me? Her bank is wamu. I dont drive i dont even have a learners permit so im going to have to go to the NYC dmv and get a non drivers liscense in order to open the account right?
Another question. I have my side lip septum and monroe pierced when i get my picture taken for my i.d. am i allowed to have my piercings in?
