Estate settled 2 years ago but property remains how can we sell it if we can

get ahold of the 3rd rep.? We settled our fathers estate 3 years ago and we have these dirt bikes sitting around in our garage. Originally or estranged-half brother told us that he wanted them, but since the "cash settlement" we have not heard a word from him. When we finally tried to just sell the dirt bikes off we were told by the Department of Licensing that we would need all 3 signatures to transfer the titles. Our brother is unreachable as his phone has been disoncected and we have no current mailing address for him. All we were able to contact him by before was Myspace (sadly) and he would never responsd. Now even that has been erased. How can we get around that 3rd signature if he is unreachable?
