Help, Is this a scam???? Offered $$ to buy houses

Please tell me what you think about my situation. Not sure if this guy is trying to scam me or what?

Today I purchased a new car and received an offer from the car salesman of a different kind. This guy invests in real estate and plans to build a sub-division. Not sure if his offer is related but he told me I would get $50,000 if he could buy 5 houses in my name. $90,000 if I buy 9. He would sell the houses after a few years for profit. This guy sells mortgages also, he gave me a mortgage loan application after I told him I was interested.

Is this common practice in the world of real estate investing. Why would he pay me to buy houses in my name? Do people do this? Is it legal?
