Permission for MLM business from Indian Government.?

I want to launch a MLM website in which any user can participate from any part of the world. They will pay the certain amount for membership. We do not deal in any product distribution through MLM chain...

For above concept does any government permission is required to accept the money from abroad users to our account... ?
